Shinji Kasai is from a Danganronpa fan game, Super Danganronpa Another 2. I have no actual knowledge of him or the fan game in question, save for what my bud's told me every now and then. Apparently, he's a fireman, hence why he's being inflated (and leaking water) with a fire hydrant.
