This is actually fairly easy to describe. I took a clip, made it smaller than 100 scale (I just kind of felt it out), applied the rotation and the motion, etc. Then, I nested it (which basically means that the clip's scale is "reset", so to speak), and upon that nest I applied the "duplicate" effect to make a bunch of those little things. It's hard to describe how nesting affects scale, but I encourage you to experiment
