Nex Expressive UI (v0.1)

This is the first enhancement iteration of the major UI overhaul. This UI is used across all NEX apps.
Static yet not so static
The v0.1 introduces a better blur algorithm. I call it the pseudo-dynamic blur. It negates movement caused by the dialog AppearEffect which makes it seem like a dynamic blur without much toll on the GPU.
Non uniform borders and gradients further help give a more polished, glassy appearance.
Buttons now mimic the same glassy appearance across all apps.
