The idea that they are in training is the difference. They are not "normal" people that just happened to get caught by a killer. They in fact ran into the danger that made them "defend" themselves. Kind of a grey area.

2022-08-23 16:54:14 +0000 UTCWhile I agree with the notion that heroes need to be accountable and unlicensed individuals shouldn't have free reign, I find it odd that there isn't a legal provision in this society that allows for Quirk usage in self-defense... which is exactly what happened here for Midoriya and Todoroki. (Iida on the other hand might be a different story).
