I think Crashtown also was just some random officer flying around after the attack on the colonies. I don't remember for certain, but I remember Boomer saying something about he was a new comer. So we don't know his past either...I mean, for all we know, he was a piece of crap officer who was about to be kicked out of the service.

He's not ready to be in command but his rank as LT requires that he be in charge, even though Chief has more experience with leadership. As far as Boomer, I always thought she was a sleeper agent who was just programmed to perform a task without her cover identity of Valeri being aware of it. She's the perfect weapon in that sense, because she's not ever actually lying. Her own programming keeps the truth from her consciousness.

His role onboard Galactica is as the Landing Signal Officer (LSO), but it seems like in this universe the role of LSO is more akin to a combination of real life LSO plus "shooter" (he's the guy next to the launch tubes that actually launches the vipers) plus Air Boss, responsible for managing the operations on the flight deck. He's been in the series since the miniseries.
