Mineta definitely gets overlooked a lot when ranking the students in 1-A because of the perviness and how much of his arc is humor related. but in terms of understanding his quirk and it's application he's way ahead of most of the class. He might only be behind bakugo in that regard (at this point in the story of course). and he's top ten in grades. I mean he's one of just a handful of kids that already has a legitimate super move.
